Dear Farris:

It is hard for us to guess what you might be confronted wtth on
the Channel 7 debate tonight and the Channel to debate tomorrow night.
There are. however. a few points which we thinlt Carlton's advisers

will probably recommend that he attempt to confuse you with. These
are as follows:

1. Yourcomment in Orlando last night. prominently reported

in this morning's papers here. to the effect that if our schools were
integrated you would put your children in a private school u "if!
were able-and i am."

We expect them to make the most of this They will attempt to
pose Carlton as the man who. having exhausted all legal methods of
blocking integration of schools. would stand up and talte his licks with
the common folks-those who could not afford private schools .

First. a minor point for psychOIOgical purposes -- suggest you
refer to your children as. "our daughters." or. "our little girls." in
referring to having them in integrated schools .

Whatever else you choose to comment on this subject. we
suggest that you might conclude with the thought that. While You were
asked this question and gave an answer any parent in Flax-ids. would
have given. that you don't expect to face such a decision. or for the
parents of Florida to face such a decision. if the people make Farris
Bryant their Governor. And you can repeat perhaps, the statement
that wise planning. preper location of school facilities. together with
our pupil assignment law will enable us to provide proper education
for all children without the necessity of mixing the races in classrooms .

2. Carlton is making much of the charge that you have no
plans. or no workable plans. while he has definite. feasible programs.
He can't discuss them all on a debate. and you might point out that his
merely stating he has plans doesnt make it so -- we haven't heard
any yet. You also are in a position to take apart his road program.
and possibly the rest of his principal plans.

While. on the one hand he says you have no plans. he then pro-
ceeds to call attention to the fact that you have a great many plans such
as a separate tourist department. teachers pay raises. new universities,
new roads. etc (This is quoting him directly or indirectly from the
local papers.) He couples this with your statements that you will save
the State fifty million dollars -- then asks the question how you can
do these things if you are going to save money You know the answers.
and have the opportunity by repeating some of these -- that you are
for teacher's pay raises. etc. Particularly on the point of tourism.
you can score a definite point here. we think. to the effect that Carlton.
by his criticism of your plans for a separate tourist department. and
calling it uneconomical. indicates a lack of real understanding of
the importance of tourism to the State. It is not your conception
of an increased tourist promotional program that it is to prove a waste
of money -- merely an investment calculated to bring back many-fold
returns to the State which we already know is a successful formula
(quote your figures on tax returns to the State from tourism).

If time permits. you might comment that we have been relying
too long on the sunshine and climate as the main ingredients of our
tourist acquiring formula. Many other resort areas in this part of
the world and elsewhere afford the same sunshine and climate and
are increasing their tourist promotion on a broader scale than we are -
etc The main point is. Carltons referring to your special set up
for tourist promotion and plan to provide the necessary budget for its
operation as poor economy .

3. Here in Miami. Carltou maydoose to defend himself.
agressively. against the charge in our newspaper advertising. that he
has done nothing for South Florida but vote against us. This refers
specifically to the turnpike. and his four votes against us in one after-
noon You are familiar enough with this .

It You have scored very strongly with your comment. along
the lines of our Dade County advertising theme. regarding Carltons

inability to produce through the legislature. They may be expected to
attempt to counter this in some manner. which is anyoue's guess.
Perhaps a recitation of something in his record in the Senate. He is
very weak and vulnerable on this point.

I 5. We feel very strongly that you should avoid being placed
on the defensive and that your discussions should all be affirmative

andaggressive In this regard we feel you should:

A. Bring out your opposition to the creation of political
:- dynasties.

t B. 1!. and only if. Carlton or one of the panelists brings up
the fact t Carlton has been endorsed by newspapers all
over the State, we feel you should point up the fact that

o the two Miami newspapers have deliberately colored and

distorted their news articles. They have printed dis-

tortions. half truths and untruths in their editorials and
news articles to your detriment and to help elect their
candidate. In this regard the enclosed article (rom the

Miami Herald of May 19th. with the heading, Burns

Backing MenCarlton." is a shining example. in view

of the fact that Mr. Burns repudiated that statement

later .

C. You should bring out the (act that both Miami newspapers

have attempted to divide the State and make this into an
intersectional tight .

D. At every opportunity you should discuss your plans on
expanding our eXpressways, your plans {or the further
development and rehabilitation of the tourist industry and
your program to maintain segregation and keep our schools

open.

E You might also feel it wise to point out the {act that in

actuality Wauchula is in the southwesterqpart of the State.
while Ocala is in the central part of the State.
