an convinced that a governor ahculd go into office able to
do thoae thinge which the tieee and the oircueatancea indicate
are moat needed to be done. he a reault of thin policy, I
will be able to give top priority to the conatruction of
highwaya in the areaa of graataat need without being lieited
by apecific pronieea made for political purpcae, and you,
therefore, can be aaaured that the highwaya in which you are
interacted will get the full coneideration they deeerve.
I give you the eoleun and confident aaeurance that we ehall
in the next four yeara nonbine the moat capable ninda with
the higheet purpoae to achieve the beat roada.
Florida should rely on the Pupil Aaaignnent Law an long an
it ia effective to achieve aubetantially ita purpoee of
limiting integration. But we ahould not forecloaa our
einda against the poeaibility, either (ran the experience
of other atatea or our own ingenuity, of arriving at new
and better aolutiona. I would not, however, clone the
achoole to block integration.

the Legialature on the propoaition of Reapportioneent. Ihia
will be accoepliahed in the cane faehioo that I aeoured
favorable action in the chee of Repreaentativea in 1955
on reapportionnent plane then anhnitted. Theee were den-ed
by the Governor and the newepapera of Florida aa being fair
reappcrtioneent. Ihia involvea the exarciee of leaderahip
baaed on good peraonal relationa with the Legielature, an
underatanding of the aapirationa of each area of Florida,
and an eatahliahed deteraination to aecure ouch action.
