Dear Sir:

i am attaching an exerpt from proposed Judicial Relorms by the
Judicial Council of Florida to be submitted to the 1961 Legislature.
The latter part oi the subject matter is an excerpt or portion on
local government taken irom the proposed Constitution {or Florida
submitted by the Constitution Committee of the Florida Bar.

As to the part regarding judicial reform you will note that they have
inserted again the section pertaining to county clerks being appointed.

Those clerks who function as county clerk of both the county court

and criminal court would be at a deplorable loss it removed from
this Job.

1 am sure that you understand that income is derived irom lines and
iorleitures paid {or criminal court cases on which we sit as county
clerk in the county criminal court.

This is being dircted to you prior to your inauguration so that you

will have some time to study the problem. to listen to and digest
arguments and for us to plea for protection.
