Dear Bill:

Attached hereto is a questionnaire which we would like to see
sent out from headquarters right away to all county managers.
This is double-spaced for possible corrections but can be typed
single spaced in the final stage. note that it suggests Parris'
signature, because they are more likely to accept initial tasks
in response to his requests (I believe) than from anyone else.
However, Han could sign it instead if you all think better.

The purpose is three-fold. Perhaps most important is the stimulus
to get these jobs filled as quickly as possible when they know
they are expected to make such a report soon. Then, it would be
good to know how they are progressing. He went to get the county
organisation on record in headquarters for efficiency. Immediate
use of these reports will be for the purpose of someone getting

on the late starters to prompt action; even to go personally to
important counties if they look laggard.

The question concerning cities requiring organisations within the
counties is important and I believe we should have their advice
on the subject.

We would like to have as muchslmeographing done in Ocala as possible,
because it saves shipping costs. Do you have ample facilities

there to do a good clean job? Less than perfect mimeographing is
likely to stimulate half-hearted response.

If you have phones and addresses for present county management, we
would appreciate about six copies for our office down here as
soon as we can get them.
