to seek appropriations for the federal share or the costs of construction.

Such studies as are contemplated are tin consuming in the-selves and
the periodic eulniaeion of requests to the Congress for additional appro-
priations is even more tine constrains. A very conservative anti-ate or the
elapse of tine before soy construction under a federal appropriation can
be acconpliahed is five years. In viev or the onupetition for federal mndn
for flood control projects, this may anally extend to more than ten years.

In the meantime, portions or the area have been subjected to damsel
floods each yen- i'or the peat three years. The entire area had previously
suffered from the severe drought of 1552-1957. At least a portion of the
difficulties in both instances has been caused by works or non which have
restricted the water storage areas of lakes and strum and have speeded
the runoff of rainfall. here are many indications that agricultural and
urban develomsnts in these basins have intensified within the past five
years and this trend apparently is continuing. Consequently, it appears
that the frequency and severity or both floods and droughts will increase
until remedial action is taken.

here are, however. interin natures which might be taken to reduce
the severity of floods and to restore awe of the previously lost water
storage capacity in the upper watersheds or these strewn. mace season;
can be taken by the state and/or local interests without conflicting with
the long range studies and eventual construction which will probably result
{ion the federal project.
