SUBJECT: Traffic Safety PrOgram ActiVities

10: Honorable Farris Bryant, Governor Elect

Further reference is made to my memorandum to
you of August 10 reporting on the traffic safety program
actiyities, especially involving the Insurance Institute
for Kighvay Safety.

The Department of Public Safety is making several
recommendations for legislatiOn with regard to the needs
of this Department and the whole traffic safety program.
One of the major changes which is being proposed would
set up a system of issuing drivers' licenses from the
central agency in Tallahassee en a birth month plan.
Please find enclosed a report which explains the faults

of the present issuance system and outlines how the pro-
posed system would work.

The staff of this Department is working closely
with the Highway Safety and Insurance Committee of the
Legislative Council and the Citizens Advisory Committee
on Highway Safety, headed by Honorable J. Edwin Larson.
in developing traffic safety recommendations to the next
Legislature.

The insurance institute for Highway Safety is
assisting in the development of a comprehensive public
education program to build public support for the proposed

legislation.
