Dear varris:

As you may have heard, the Army Engineers disapproved
the proposed location of the 20th Street bridge as pro-
jected by the Expressway Authority.

This morning Lucius Duck. Chairman of the Authority.
invited me to a meeting in which he. counsel Cecil Bailey
(of Daughtry Towers' firm) and Consulting Engineer Hack
huddleston (ct Reynolds. Snith & Bills) were discussing
their present dileuma. There I was asked to represent the
Authority in seeking a reversal of the war Department
decision. This contemplated. among other things. a further
hearing to present testimony of various experts. civic
club spokesmen. local and beach officials. Navy personnel.

Road Department Engineers. Congressional representatives.
etc.. to establish that the bridge is essential and that

there is no acceptable alternative location, except for
possible minor changes in supporting piers.

In my judgment this was a further effort to gain
your blessings tor their personal plans. I have accord-
ingly said no. thanks.

In any event.renoval of the present objection should
keep all concerned well occupied between now and January 3rd.
