I an enclosing .1 Special Report on the Continuity of Cowrunent
legislative Progrm which was developed by the Council of State
Covet-mete and this office in response to e rocomendetion of
the Governore' Conference. Thirty-eight States have enacted
parts of the program.

I am very planned that Florida has adopted three at the logic-
letive objectives included in this program. I hope that thin
coming year your legislature vill consider the deeirebility of
adopting the constitutional machine: and the remaining pnrto of
the program, including the Records immanent and Prenervetion
Acto being cemented by the Council for 1961.

Judge Thames 1!. Goodman, Regional Director for OCDH Region 3, lo-
cated at Themevillo, Georgia, will be plemd to be of eetvice to
you with regard to this end all other program of e normllitary de-
fense nature.
