A discussion of desirable changes to he
eiiected in the administration and policies
oi the Florida Geological Survey

The Geological Survey was established to investigate.
for economic development. the mineral and water resources of the
Sate 01 Florida. A program of this scope requires a high degree
oi planning. and involves the use of skilled geologists to carry out
the program. At the present tirne. the Geological Survey is not
adequately serving the needs of the people at the State. and it is
hoped that the following suggestions will be viewed with an eye
toward reorganisation for the elimination of waste and (or the in-
corporation of long overdue and currently appropriate programs.

l. Complete reorganization of the aims and policies
oi the Geological Survey to insure:

a. The orderly and syttexnatic development of
scientific information leading to the proper development of the
State's mineral and water resources.

b. Coordination with all State and Federal
agencies involved in conservatiou of natural resources to avoid
duplication of eiiort (see d. ).

c. The diminution of the Geological Surveys
research in purely academic fields such as vertebrate and inverte
brate paleontology.

d. The complete elimination of the Geological
Survey from all phases of water-resource management. Water manage-
ment is properly the field at the Water Resources Department. while
water resource research is the field of the Geological Survey.

2. Since the present activities of the Director of the
Geological Survey appear to he in conict with good managerial
practices and personal department. he should be restrained from:

a. Engaging in private practice in competition
with other geologists and engineers.

h. Oering himself as an expert witness except
in deiense of the State when the State's interests are involved.

c. Receiving compensation from private individuals
for work done on State time. using State personnel and equipment.

d. Using State vehicles {or personal use.

3. The Director of the Geological Survey should he
reqnired to:

Suhstantiate the Survey's activities listed in the
organisations Biennial Report.

b. Keep the prolessional personnel of the organ-
ization intermed on the aims. policies and projects of the Geological
Survey.

c. Keep all membexa of the organization informed
on the Merit syetem'e activitiee. as they aect the operation a! the
Geological Survey.

e. Reclauify certain proteaeional and non-proleulonai
empioyeee who are now holding poeitione {or which they are not receiving
adequate compeueatiou.
