WHEREAS. The 79th Congress passed the Rational School Lunch Act "as a reason of
national security, to safeguard the health and vell~ooine or the nation's children and
to encourage the osmotic commotion of nutri tiou: agricultural comedities'; and
WHEREAS, Research and experience have proven that providirg school children with a
17m A lunch, which includes 1/2 pint of milk. is the best know neans of accooplishinx
above cited goals; and
WHEREAS, The facilities, personnel am sum-lies. that exist in schools where Type A
lunches are served. are an imchate and excellent neon: or uetinr disaster feeding
requirensnts; and
ms, The annual Concussionel appropriations for the ctional School Lunch Pm-
grsn have not kept pace with the growth of the :rronrsm thereby torcing states to neduce
mnhunmnt rates below the amounts voodoo to meet the nutrition and free lunch suture-
nsnts of the program; and
ms, The average rates or school lunch reinburseaent in new states are now less
than 1/2 of the initial 9e rate proVided, and since 1956. Florida school lunch rates or
reinhursusent for a Type A lunch have been lower than the average rate of reimbursement
for 1/2 pint of still: only, under the Special Milk Fromm; and
WHEREAS, The Congress awropmated Special Hilk funds for the tau-pose of incnasing
the consumption or fluid milk by children in nonprofit schools uhich funds nou hare
hecone inadequate to pay the manhunt reimbursomenl rates originally established by the
Secretary of Agriculture; and

than they pay for 1/2 pint of nah. only. unoor me Soecial Milk Program, so that
the Special Hill: Pronrsn will serve to oosploaent the lunch program rather than
coupote with it.

ancial needs of the National School Lunch Prorm and the Special Milk Program
