Dear Farris:
In reply to yours 0! August 4th regarding a Franklin Ewell and Johnny
McLeod, l have determined the iollowing: \ J
We had no Franklin Ewell in the campaign. I believe you refer to Frank
Uhl who handled a part of the South Dade area {or us in both primaries.
e been determined that he has offered his services to the Republican
candidate, claiming that he is dissatisfied with the Bryant organization
in that he did not receive some money he was promised. Those in charge
of the Republican campaign state that they do not trust him and deem him
to be something 0! an alcoholic and very erratic in his actions. I am en-
deavoring to find out who promised him some money, and will probably
go to lunch with him before the week ends. Frank Uhl, during the cam -
paign. worked diligently in your behalf although he was more interested
in going out on his own rather than pulling with the group, but he certainly
was energetic. At various times, Jim Kehoe. Tom Lee and myself spent
time with him, and the three of us together had a long discussion with him
on the Saturday evening prior to the second primary. Since the second
primary I have talked to him once on the phone and once, in person, [or
iortydive minutes or an hour. He has never indicated to me any parti-
cular job that he wants. I do intend to earnestly check out this money situ-
ation; 1 don't want anybody traveling around this County claiming they were
promised funds from your campaign and that they didn't receive them, as
we had too many people who were working voluntarily at financial sacri-
itces of their own and it would be very detrimental {or your cause for these
to think that some working on the campaign were paid while others were
not.
As to Johnny Mc laeod campaigning for Governor; at various times in the

past I have heard him say that he would run for Governor, County Com-
missioner. etc. I imagine that John will be a strong supporter of Hayden
Burns in the next campaign. His original leanings in the past immediate
race were to Burns and they have many mutual friends. At the present
time, Bill Pawley'e father is attempting to sell his bus line to the County
Commissioners. and it would not surprise me that John had made the
statement to either Pawley. Sr. or Jr.. or someone in their organization
that he was contemplating running for Governor in 1964. or any other of-
fice. Therefore. the persOn that reported this to you was probably re-
porting as fact what he had heard. I assure you that if John McLeod ever
seriously considers running for anything, that Marion Sibley will be one
of the first to be aware of it.
I trust this brings you up to date on these topics. As soon as i know more
on Prank Uhl i will be in touch with you.
I see by our local press that Governor Collins. at a recent press con-
ference. indicated that rather than sell the fifty-five million dollars in
bonds to build the turnpike extension by competitive bidding that these
would be disposed of to an underwriter through negotiations. Of course,
this latter form of transaction has been condemned many times and I am
certain that many of the newspapers throughout the State are already on
record as being opposed to negotiated sales in lieu of competitive bids.
As i recall. the Tampa Tribune has had quite a hit to say about this sub-
ject in the past.
