Dear Farris;

Enclosed is the completed study of the campaign in Dade County
as made by Protessor Ross C Beiler of the Government Department at
the University of Miami.

To me the meat in this report is contained in the last paragraph
on Page ii and the first paragraph on Page 13. 1 am firmly convinced
that here in Dade County only a handful of people are going to vote {or
any particular candidate on the basis of any issue which has been dis-
cussed thus far in the campaign.

Of all the things which you have discussed. Ibelieve that the
only things which have a chance of making votes are your stands on the
sugar industry and tourism With respect to the sugar industry. you
are going to have to emphasize better Job opportunities for the ordinary
man; and on the tourist industry. you are going to have to show the dire
financial condition of the great majority of the hotels, the necessity for
bringing new customers in order to provide new jobs and what you are
going to do to accomplish this .

Above all. the real products that you have to sell are your persOnal
qualifications and line background. both of which far exceed the qualifica-
tions and backgrounds of any of your competitors 1 think this is what

should he stressed during the last Week of the first primary and through-
out the second primary.

lf your qualifications. as compared to your opponents. are properly
presented through all forms of mass media. you excel in every respect
and in my opinion. the people will buy this story.
