Here is the ray Bryant explained this plan:

A constitutionsl snendsent would be submitted to the people which
it adopted would plsce eole-reeponeihility for enforcing segregation on
the Governor. Under this amendment the Governor would tell .11 lesser

If a Federal court issued a writ requiring a local school official
to place a Hsgro in e white school. he would have to comply and the

.Governor would remove him from the poet of school official in that
cotnty. But he could turn to the former official and say, I will need
someone with experience to run this school system for me in this county
and since you are experienced I would like you to do it."

In this case. Bryant said, the Federal government would be faced
with th problem of issuing e writ of mandamus to the chief executiVe
of Florida.

study of the full-length road and led to the passage or the full-length
