Hr. Hayo stated that we have been following the seas pattern generally as has been used in
the pest in naning Ca-ittees. In the past Military Participation Co-ittee has been a
separate Coittee tree the lurede Co-ittee. hot at the present tine it seen that they
should be writing together as one Co-ittee in order to prevent confusion on their respec-
tlve duties. llr. Kayo suggested that we get the two groups together and aahe one co-ittee
to prevent contusion.

Ht. E. c. Allen suggested that the Executive Oo-ittee Unit ailitsry Participation. t.
I! agreed with this suggestion. It was brought up hy the Ce-ittse that perhaps there
should he shout 1.5 floats. 25 hands. and 20 nilitery unitso-total about 90 units.

Hr. winchestsr suggested that as far as the Prague uent that these two Geniuses should
he left separate for recognition. but that the tvo Conittees should work together as one
Cmittee. this use discussed openly and agreed upon.

lit. Heyo brought to the attention of the Co-ittee that a systel needs to he set up to
control expenditures and s systea of authorisation.

Hr. U. K. Hhitfield suggested that each Chairnan strive et a budget figure which he thinks
he will need. subject to approval by the Enecutivo Outlines.

Mr. E. C. Allen reported that he had written a letter to all Cmittees stating what had
hoen used in the lost inauguration for his or her admittee and requested than to send in
an amount that they expect to need.

lit. 'lerry then suggested that these reports he brought before the Executive Cn-ittee for
approval. Hr. Allen agreed with this suggestion.

Hr. Mayo then asked the Co-ittee as to who should authorise the pay-eat of these bills.

lir. Allen suggested that each chair-an should approve hills for his oun Co-ittee. which in.
turn is to he turned over to z. c. for psynent. as long as it is within the Chair-n's

budget. it was then generally agreed by Mr. ballet and lit. Allen that rather than sending
all hills to E. c. that they he directed to the Che-her oi tonnes (or pay-ant.

Hr. Uhitiield said that he believed hills should he itenieed. r. Allen said that this use
a good suggestion providing it use substantial amount. )tr. Terry said that he believe that
the only Cc-ittees that should iteIise their hills would he the hall Cc-ittee and the
Arrangements mitten.

it was decided by the Co-ittee that the Mines Guiana approve each hill of his
Co-ittee within his hudget and then it goes directly to the Mr 0! Contra [or
paynent. it use also suggested to Mr. Allen that he send a letter out to the different
Cmittees outlining this infatuation.

The subject of Decorations to be used at the Ireahteet was also discussed. it was agreed
upon by the Count" that decorations should be hold to a ainiaua. The neat question was
whether or not they should have placards placed at the breakiaet listing the donors. it
wee agreed open by the Oo-lttee that this would be too annual and that they should be
recognized in acne other aanner which will be decided on at a later date. in regards to
the llead Table. it was agreed upon by the mitt that this table be decorated. the
subject of whether or not a progran should be held at this breehlaat was discussed. it was
agreed upon by the the that perhaps the persons at the head table he introduced and
that the Governor-Elect. the Secretary of ttate. and the Ooiseioner of Agriculture be
given tine to say a law words. the reason (or this is that eons people nay be disappointed
