still hardly more than standing on the threshold of her potential. Florida's
growth to date hss--hecause of its explosive quality-hem: sometimes erratic
and discreet. Oiten public policies and public services have necessarily
been geared to a philosom of "putting out tires" rather than that of
planning an optima allocation of resources for the future.

In order to provide a setting in which the Governor-elect m explore
vith others the interrelationship of the various aspects of government, the
University or Florida would be pleased to offer its professional and technical
resources and its facilities for his use in planning and presenting a
Governor's Conference on Florida's Future.

There are many benets which would certainly accrue to the State of
Florida has such a conference. It would be possible for the Governor-elect
and those associates he might designate to bring together teams of people
representative or the leadership of the State to contemplate the future of
Florida. his unifying effect would be important.

Such sectors as Public Schools, Higher Education, Government, mall Busi-
ness, Industry, Tourism, Agriculture, Homing, Health and Welfare, etc. might
properly one within the purviev of such a conference. The teams canposed
of professional people and lay leaders, educators, and prminent citizens,
public officials, and leaders of industry could bring a wide range of talent
and viewpoint to bear on an orderly evaluation of Florida's future. Inch
