T0 MEMBERS OF FLORIDA HOME BUILDERS ASSOCIATXON:
The opportunity to express my views to members oi the home
building industry by this means is one {or which I am grateiul.
As a lawyer representing a number at builders, as a business man.
and. on the basis oi personal building and developing experience. I feel that
1 fully understand the problems of the home building industry, and as governor
of Florida can immeasurably assist in meeting and solving these problems.
i am particularly interested in House Bill 973 passed by the l959
Legislature and vetoed by Governor Collins. This measure, which was
sponsored by the home building industry, and which Senator Carlton voted
and spoke against, had as its motive the stabilization of the home building
industry by causing assessment thereoi as unimproved preperty, later upon
Which construction was being actively prosecuted on the day oi assessment
(January 1 ol each year).
Home builders are acutely aware 0 the eiiects oi existing tax laws.
in many counties at our State, in order to reduce their taxes, home builders
curtail construction prior to January l of each year and thus lay all their
workmen. This practice and hardship can be avoided by remedial tax
legislation such as House Bill 973 proposed. 1 iavor such legislation.
