Dear Farris:

Enclosed is the first of several memorandums
dealing with the activities and functions of the Trustees of
the Internal Improvement Fund to be prepared on the State's
natural resource agencies.

This treatise attempts to explain the inconsis-
tencies, false assumptions and other shortcomings in the
appraisal and price fixing practices currently in use by the
Trustees. A great deal of controversy has arisen over this
issue, and measures should be taken as soon as practicable

to institute a more acceptable procedure for evaluating the
vendable equity in publicly owned Lands.
