On rriday, the 13th, much to the surprise of we colored pooplV/c
we find defeated candidate, Sumter Lowry. the most rabid and determined se-
gregationist in the State of :lorida, lined up with and actively supporting Doyle
Carlton. Jr. for Governor. (See Tribune Editorial of criday, May the 13th. )
Can't be any doubt about it because the Tampa Tribune Editor-
lal Page rriday, May 13, 1960 wrote "Sumter Lowry working against candidacy
of arris Bryant for Governor".
Sumter Lowry. defeated candidate for Governor, is a wealthy
insurance man also drawing a government pension at more than $10,000 a year
rutircmcnt military pay for service as head of the National Guard of r lorida.
Sumter Lowry, lilo-ion friend of Carlton's will be a terrific influence for the
next four y.ars. 1: Carlton is elcctcd.
Wu colored people know whore rarris Bryant stands on thu
question of fairness. integration. segregation and civil rights.
The secret agreement between Sumter Lowry. defeated candi-
date for Governor and loridas leading politician for segregation. and Candi-
date for GOVciftOl, Doyle Carlton, Jr. puts the colored people on notice that
some agreement has been made.
Sumter Lowry publicly is the most outstanding opponent of
the NAACP in lorida and has continued to lambastc the NAACP and its mativcs.

The :arlton forces have unlimited money. Heads of certain
organisations of our [L'Opld are well financed from tho Carlton slush-fund.
Tampa Tribune reported Carlton spent almost onc-half million
dollars in the :- irst Primary and it is predicted that the spending in the Scoond
Primary to force Jnrlton's way into the Governors not: and the Gowrnor's
chair in Tallahassc-c will be unlimited.
