I emphaiee the vorde "at the lowest possible cont" because I know,
and they also urote that:

to be available in 1970."

Fran ehtwente nude publicly by legislators at the hut
eeeeion, it appears doubtful that they will "invade any new tax field"
next year to finance higher education. The carpetition for available
fund: in no stiff that higher education will do well if it can hold
its own. It, therefore, these in curse diaregml the advice or the
Council that:

" . the contemplated developneote must
be conducted no economicaqu and effectively
that they do not nice disproportionate chine

Hhentheprelmimryreportmpreparedhythemeil,
it ran into a storm oi protests frm the administrative heads or the
three universities, Minder-1y the Univernity of Florida and Florida
State University. My immediately brought no mach preemre to hear
on the Council tint much of the adverse critioi contained in the pre-
lininary report was eliminated. However, the final report constitutes
a serious indictment of the operation of the three schools. For that
reason it has proved unpopular, and I believe that mat of its recan-
mendatiornn lave been disregarded.
