COBSTITUTIOHAL REFORM
Revision of Florida's Constitution, the basic definition of our
rights, has been one of ny principal objectives since entering public
service.
From 1946 to 1949, I served on the Connittee of the Florida Bar for
the revision of the Constitution.
In 1949, I became one of five charter neebers of the Citizens
Constitution Cosnittee ~- a group which has done sore to arouse public
interest and stisulste study For the purpose of securing constitutional
revision than any other in Florida.
During my legislative career I have frequently and successfully
sponsored revision of sajor articles of the Constitution, including the
develop-eat of a new nethod for revising the Constitution.
Constitutional revision is the prise requisite to governsental
refers. It should be achieved by the sub-ission of a couplets revision to
the Legislature, so designed as to be adaptable to srticle-by-article
adoption. It should be based upon further study by representative citisena'
connittees, and designed to correct the sistshes revealed by post experiences.
The language of the Constitution should be neaningful to every lay-an, yet
conprehensive enough for any court.
In drawing a new Constitution we nust achieve a sodernisation of our
govern-ental structure, as in reorganisation of trial courts, and provide
increased local self-governsent and responsibility. At the ease tins, we
lust be careful to preserve the vslues nsde precious to us in the Bill of
Rights end the guarantee of honestead Exception. we must continually re-
affirn our determination to maintain the sovereign rights of the State of
Florida in those areas reserved to it by the Federal Constitution.
