How Cities Do Their Buying

The buying for most Florida cities is done
by their purchasing agents when the city is
large enough to warrant the employment
of one. In smaller cities the buying is one
of the functions of the city manager or the
mayor. when the mayor is the chief admin-
istrator.

However, nearly all city charters contain
a provision fixing a maximum figure above
which a purchase may not be made with-
out specilic sanction of the Council or the
City Commission. unless a definite appro-
priation has been made in the annual
budget covering the item.

Therefore. any purchase exceeding in
amount the maximum fixed by the city
charter requires the collaboration of sev-
eral officialssometimes a good many.
The wise advertiser who is seeking city
