LEES LOOK AT THE ESCORD OF CARLTON AND HIS OPPONRT ON THE SCHOOLS

CARLTON has consistently supported teachers' salary increases end
constructive school legislation. On txe other hand, his opponent
has consistently opposed thatiuhich was advocated and supported

by the State Department of Education and Florida Education lesocis-
tion. Here are the actual legislative records of the two candidates.

CARLTOR'S IEBISLDTIV. RECORD ON EDUCTION '



Since coming into the Legislature, beginning wit} the 1953 session,
CARLTON'S record in support of cinstructive school legislation has
been perfect. During the 1959 session he fought so persistently,
aggressively and successfully against the efforts to drastically
cut school appropriations that he was often referred to as "the
teachers lobbyist". His selection as ths 1959 "nest valuable
Senator" was largely due to his successful fight for education

appropriations.

CARLTON'S record in the major areas of education legislation is
outlined below:

TEACHEiS'SALAHY
In the 1955 session CARLTON voted for a 6200 pay raise for teachers.

This one hill 8 53.

In the 1957 session CARLTON not only voted for, but activaly support-
ed, the so-called "package plan" which Carried a 3h2,h3h,773
appropriation for teachers pay increases. #3 a result of this
Legislation, teachers throughout the state receiVed pry increases
ranging from 8300 to $1200 depending on rank and experience.

This Was bill 38 953.
No teacher salary increase was rtquested during the 1959 session.

SCHOOL CONSTRUCTION



In the 1957 session of the chielature CARLTON participated in the
preparation and presentation of a special school construction plan
calling for appropriation of $23,065,000 to be allocated on the
basis of increased numbers of pupils.

A part of this package plan was contained in n separate hill giving
Aid to Counties" so the county would have available matching funds
for the school building plan no alse to be able to meet the re-
quired minimum salary requirements in the Teacher Salary bill. This
was done by earmarking the first n18,000,000 each year of sales tax
revenue for county school boards.

CARLTON plyed n lending role in devolopment and passing trio over-
all ackage plan. The plan included for increased Teachers Salary
3h2,§h,773 for School Construction $23,065,000; for bid to
Counties $1 .000,000. A total of $83,529,773 in audition-1 aid for
the schools of Florida.

During the 1999 session an economy nOVO in the Legislature threat-
ened to wipe out or seriously cripple this entire plan. It was in
taking the lead in successfully fighting off those efforts that
CARLTON commonly was referred to as "the teachers' lobbyist."

ChHLTLN'S fight against the Intorposition Resolution and School
Closing hills is well known.
