nonessential items, nonessentials being those other than Education,

Roads, welfare, and other programs involVing Federal matching funds.

111. DRAINAGE AND HATER CONSERVATION

A. Led in establishment of Department of Hater Resources which systems-
tised drainage and water control on a state-wide basis for the first
time, so that drainage and water conservation net tests of sound

engineering and fiscal practices rather than political expediency.

IV. EDUCATION
A. Fought "Last-Resort" and other school-closing legislation and led

light for pupil assignment law so as to assure that Ilorids schools

would be kept open.

3. Supported the raising of teachers' tininum salaries at a tine when low
standards threatened availability of teachers. Helped assure provision
of funds on per~student basis so that additional funds are spent on
the basis of need.

C. Led fight for school construction monies so that $200 in state funds
is available for each new school student if matched by county school

funds for new construction so that growing areas may meet influx

of population.

V. PAIR APPORTIONMENT

A. Has led the fight for fair legislative apportionment both under present
constitutional requirements and by support for fair apportionment through

constitutional revision.

state prisons and reformatories. His philosophy hers is thst failure
to spend money for these purposes is false economy. The wisdom
of the program is borne out by the good rehabilitation rete now

throughout state government.
