In the 1953 aeeeion of the Florida Legielature, Semtor Chutier of Maui introduced
a bill to create the first Florida Turnpike. The 3111 (mm am M38) in ite
original form, authorized the construction of a tumpilce which would begin in Dade
Cotmty and run north to near Stuart, Florida.

when the Bill was presented for the second reading, Senator hoe we propoeed
an amendment that would extend the turnpike to Dowel Comty. Senator Carlton voted
againet the amend-ant, and it an defeated. (19 to 19)

Later the same day Senator Shanda moved that the Senate reoonaider the action
it had taken on the Iewia amendment to extend the turnpike to Duval Comty. The
notion paeeed, but again Senator Carlton attempted to block the run-length tumpilne
by voting against the notice: to reooneider. (20-18)

Senate Bill M38 as amended wee then read the third time in full. The roll
wae called and the bill was posed 27-11 with Senator Doyle mltm outing hie
fowth "10" vote against the full-length turnpike.

The Bill was then cmeidered by the Houee where it nae amended to a 110
mile turnpike. The Senate agreed by voice vote to the House amendmt, and it
uae eigned into law by the Governor. *
