Dear Mr. Smith:
Louis Benito has told no of your friendship and support for
which I shall forever be gratefula~ I. also advises that you
are concerned about my stand on the'd7-acnator plan.
The 67-8enator proposal was introduced by Senator Graha-
without any reappcrticnaent of louse representation. Perry
Hurray of Polk County one of the greatest Representatives
ever to serve in the legislaturepva keen constitutional
student and a fighter for schools and progressive government
in all fields. anended the proposal in the House to provide
for proportional House representation. It eaa adopted by an
overwhelming majority vote.
The proposal certainl is not perfect. there today the small
counties with 17 of lcrida's population control both the
Senate and the House, this proposal would give some control
of the House to the thirteen largest counties in the state.
It would leave control of the Senate in the small counties.
I felt then and feel now that this proposal, which is the
only one concerning basic reapporticnaent which has succeeded
in passing both houses of the legislature during my ten years
of service, should be suhnitted to people for consideration.
The people themselves, without t tcrvcnticn of political
candidates, will decide in the Nov mhcr general election whether
or not this proposal should e accepted. If they cant it, it
will establish automatioJre ortionmsnt and end the present
stalemate in that field. If~ y don't want it, and I an elected
governor, I will continue to ght as I always have for consti-
tutional revision in the apportionment field as sell as others
designed to procure a better and more representative legislature.
To those who fight even the submission of this proposal to the
people I have only to say that their do-nothing attitude belies
their fine words. Neither Governor Collins nor any other
opponents of this measure have submitted any proposal of a
substantial nature which has any ghost of a chance of passing
through the two houses of the legislature by the 3/! vote
required for constitutional revision. Their opposition is
completely negative, detestist. end politically inspired.
Actually upors is no oocssion for this proposal to be so icons
in tho govirnor'e rsce inasmuch so it '111 not be sttsctsd in
its course by this election. ROgsrdlsss or which candidate is
successful, Boy Collins will still be overnor in Novolbsr when
the decision on this issue by tho peop e is undo.
