It was good to hear fros ou and that your campaign is going
along well. I felt conf it would. Some of the major

objectives which I hope uill he effected by the next Legisla-
ture are as follows:

1. A consolidation of tax collection agencies, at least
of the Beverage Department, later Vehicle Department,
Basing Commission and Comptroller.

2. The establishment of an independent audit of agencies
under the Governor.

3. The provision for regulated inspection of welfare rolls
to minimize fraud.

h. A reconsideration of the debt authority of the State
Improvement Commission.

5. Amendment of the minimum foundation program to include
any necessary salary raises within the framework of the

PIOQOI .

6. Increased stamp services for the Legislature to enable
it to prepare for and act intelligently on prohlens
that arise within their sixty-day sessions.

7. A further review of election and criminal laws to
proaote honesty in State serviec.

8. A merit system for State employees.

9. Action to put the State retirement system: on a
sound basis as indicated by an actuarial ctudy now
being carried on under a special appropriation of the
lat Legialature.

There are any other problems that come up from time to time
all or which are important but which do not occur to me at
the moment. I thought the above list might be suggestive

or helpful to you, and I would be glad to amplify any or them
in which you are interacted.
