Dear Farris:

The news story in Sundays Florida Times-Union. concerning
your plans, evidentally received rather good notice. Its been the
subject of several conversations I've been a party to. or overheard
amemm.

I was glad to see you get recognitiOn in the face of our good
friend the Mayor's Miami party. the "Legislators" press releases and
other such developments.

One thing in the Sunday item, however, assuming it was correct-
ly reported. made me a bit apprehensive. That concerns the report that
yOu do not plan to take an active stand this Fall on the reapportion-
ment ballot.

My observation of sentiment, in the Palm Beach-Broward Dade
areas indicates there is considerable emotional heat generated on the
subject. Many voters will take the attitude. If you're not for us.
you are against us. If youre against us. we're against you". Right
or wrong, that attitude could be a serious factor a year hence. Per-
sonally. I can see some justification for their feelings, because they
have been stalled and shunted for so many years, their emotions have
reached the point of consuming their reasoning.

I present these observations in support of my own opinion. that
reapportionment Will be an issue in 1960. and a firm clear stand at the
time of the November election can be an asset. not only in the Gold Coast
area, but in all populous areas in practically all of Florida. except
the counties represented by the Senate Majority Bloc.

I'll be interested to know your views. the next time we meet.
I trust this will be soon. and such a way that I can arrange the luncheon
meeting here in JacksonVille that we discussed previously.
