Dear Ferris:
I apologize for not having written you this letter
relative to Legislative Committees prior to this date.
On election day in November '52 I entered a Taupe
hospital where I remained five weeks, likewise have been
confined for the past four seeks at home spending approxi-
mately two hours in my office the past week, all or which
accounts for the delay in this letter.
I read in the paper where you likewise are under the
weather. I hope that you are better by the time this letter
reaches you.
In selecting your committees, I am glad that in addi-
tion to censidering the close friends that supported you in
your 'h9 and '51 race that you also will consider Legislative
experience: a members business and his educational background.
Unfortunately I was unable to vote in the 'h9 race for
speakership when you and 8. Elliott ran, even though, I sup-
ported and voted for you in the '51 election for the '53
speakership. You no doubt had the necessary votes for this
office, carrying your support over from 'b9 and pickin up
the necessary difference before or shortly after the '31
session convened.
It being my practice in politics of sticking to count
men or neighbors that naturally would support my area, had I
not known you personally this principal abne would no doubt

have caused me to vote for you in 'h9 had I been voting, there-
by being one of your stanch supporters carried over to '51 and
eligible for committee assignment because of strong support
in both of your races.
Unfortunately the manner in which we have been selecting
the speakers for the past several sessions makes a new man
serve under a speaker he had no art in electi and it is
only through an individual's qua itications or mpression
upon the speaker that gets him a ranking committee.
lo doubt this session I will support a candidate for
the 1955 Session that my successor in the House will serve
under and have no part in electing; it being Sumter County's
time to furnish the Senator for the next faur years after my
present term of office.
As to educational qualifications, I had three years at
Georgia Tech graduating at the University of Florida in law;
business qualifications approximately thirty years in the
school of hard knocks and experience earning a living as an
attorney, farmer, and stock man.
As to Legislative experience, I was first elected in
1936 and have served continuously since said time either in
the House or the Senate during which time I have served on
practically all Legislative committees.
As to the committees I prefer, we all know that Appro-
priation, Finance and Taxation, and Rules are supposed to be
the big three. You having appointed your Appropriation Com-
mittee, I leave it to you whether you see fit to put me on
either one or these committees; from the above letterhead you
will notice that I served on Finance and Taxation last session
and likewise each session of 'h? and 'L9 in the Senate.
In the past Florida has had difficulty in various states
over either their truck weight laws; shrimp fishing; sale or
commercial fish; poultry, etc. Many of these difficulties have
been worked out through the Commerce and Reciprocal Trade
Committee or the respective states and Florida. Bill Henry
has been chairman of said committee for many years. He ran
for the Senate and neither he nor T. Bone Smith, likewise an
old member on the committee, will be back. I have done lots
or work in the Senate and in the House during the past on this
work. I would like therefore for you to consider me on this
committee.

I have been a member cfthe Public Health Committee
for many years in the past long prior to the passage or the
basic science bill and many of our laws pertaining to rural
health. I am particularly interested in the public health
units in rural counties the size or mine and feel that my
knowledge on this committee will be beneficial to my county
and the state, which I would appreciate you considering.
With the exception of last session I have been on the
Miscellaneous Legislation Committee. Revenue received from
the dog tracks and race tracks means a great dealtzc counties
the size of mine. There have been many attempts either through
the big counties or individuals to change our laws to either
divert the money from the said sources or to cut the amount
down coming to the small counties.
If the Niscellaneous Committee has been selected, I
would appreciate you considering me on the Public Utilities
Committee. Florida Power and R. E. A. serves my county. We
have no municipal owned plants, nevertheless, I would ike
to have a voice as to whether all electrical energy rates
are set by the Utility Commission in Tallahassee. The con-
sumer should be considered.
Aviation is considered a dormant committee the only
legislation usually introduced being to tax the fuel con-
sumed by said industry which usually comes before Finance
and Taxation. I would like this committee as I have studied
many laws from the various states concerning taxing municipal
and state of aviation transportation; likewise laws concern-
ing damages covering accidents in aviation transportation.
In other words this field or transportation is growing to the
extent that good laws shouldt>e enacted to protect the public
and bad laws should be discouraged so that this form or trans-
portation will not be hampered. Even though this is a minor
committee I would appreciate you considering same.
I have been asked to get on the committee or State In-
stitutions as various members formerly on this committee will
not be available. With the amount or money needed to be spent
at Chattahoochee, Rairord and other institutions a committee
should be composed of individuals willing to give sufficient
time to visit the institutions.

I have always served on the Road Committee as a matter
of form. We all know that nothing comes before this board
but road designation. Being a rural county roads mean a lot
to us; Dick Simpson having been a close friend for many years
I would appreciate you considering me on this committee.
You will see from the letterhead above the committees
I was on last session, some of which my county is not in-
terested in. I am a so attaching a copy of my Senate stationery
for the session of 9 that lists committees assigned.
I want you to use your own judgment in selecting the
committees and number you desire me to serve on keeping in
mind that whichever se ection you make will be satisfactory
to me as my intentions at all tines will be to make the
Legislative session of 1953 under your leadership in the House
outstanding as I know it will be. a great deal of which depends
on your committee chairmans and committee selections.
