Dear Hr. Pagan:

Thank you very much for your kind letter of January 17th.
I recognize the dilemma in which you find yourself, and
fully understand and sympathize aith your decision. If
you Jill perm't me I shall continue to consider you my
good friend. It seems to me that your fears about
Governor Collins and myself splitting votes so as to

let some third person step in are ungrounden. In the
first primary it may surely be true that some of the
votes that uOUld otherwise have gone to Govsrnor Collins
5111 come to me, but in the unlikely event that Governor
Collins is in the second primary and 1 am not in that
grimary, a third candidate would at that time be opposed

only to Governor Collins .ith no residual effect from
the first campaign.

It of course may also be true that Governor Collins is
not eligible to run for re-election. .Suppose the Supreme
Court decides that he is not eligible, and there is no
other good man who has prepared himself to fill that spot
in the campaign. Suppose, indeed, a decision as to his
ineligibility should come only after march 6th, and no
one else that you could put your confidence in had also
entered the race? Under those circumstances I think

you would surely agree with me that I would have failed

in my duty to Florida had I not offered my candidacy as
I have done.
