Dear Mr. Medlcck:

It was good to hear from you, and that you are particularly
interested in the Welfare Progral.

A sub-conittee of the Legislative Council, headed I believe
by George Okell of node County, has been asking a study of the
welfare Program, and proposes to make its recounendation to
the legislative Council when it meets in Citra, Florida on
JEUURPV enth. I haVI not followed their study closely and do
not know what the nature of their report will be, but hope

that it will approach sole of the probleas about which you
are concerned.

At the last session of the Legislature I was in part instru-
mental in procuring some of the changes in the Welfare Program
which resulted from a study I and others have been carrying on
over a two-year period. Undoubtedly in asking those changes
we did some things which have not worked out exactly as
anticipated, and I would be so glad if you would introduce

legislation to correct such of then as have come to your!
attention.

You asked for my views on welfare legislation generally--
that is a difficult question to answer. My general
philosophy is that the State should provide for those who -
cannot provide for themselves but should be careful in doing
so not to destroy the incentive for self help among those
who come within the qualifying provisions of the law.
