Dear Jabbo:

I am sorry I missed you on your last trip to Tallahassee,
but this extra-ordinary session has indeed been so extra
ordinary that it has disrupted Just about everything in
sight. Nevertheless it appears that forms it is the finest
thing that could have happened.

I can confidently state that although I haVB fought as hard
as I knew how to pass a bill bringing about reapportionment
which would satisfy my conscience, the refusal of the Senate
to yield to that position and the refusal of the Governor
to persuade them to yield, and the apparent failure of re-
apportionment efforts to be consummated today, destroyed
what possibilities Roy tri of running again.

As I see the situation he made his big pitch in the lower
east coast on the basis of constitutional revision. re-
epportionment, end no new taxes. as has failed on constitu-
tional revision. It would now appear that he has failed on
reapportionment. It can be made abundantly clear that while
no new taxes were imposed at this session of the legislature,
the fiscal policies which he has persued have brought us to
the brink of insolvency from which we csnbe rescued only by
a burst of prosperity not at the moment in sight, or by
fiscal management of the type I feel I could furnish.

I hope to be in Jacksonville next week, and if Ray Richard-

son is well and you are tree would like to get with at
least the two of you for a discussion or immediate plans.
