Dear Mr. Bryant:

One of the headlines in today's Journal reads
"Carlton Endorsed By Gov. Collins" am sure you must
have seen this news item.

After Dan McCarty died in the fall of 1953,
my recollection is that Mr. Collins was one of those
contending that Senate President Johns did not auto-
matically become governor; and after the Supreme Court
decided an election necessary, Collins became a candidate
and was elected. This was his first term.



Later, although the constitution would seem to
have made Mr. Collins ineligible for reelection, I be-
lieve the Court ruled in favor of his succeeding himself
in office. 80 he was again installed as governor this

was his second term.

Now if Governor Collins may properly name his
successor, it would seem that he comes pretty close to
enjoying the benefits of a third term. Not being a
politician I don't know too much about that.



This situation doubtless has already occurred
to you but thought I would drop this line to remind you
of it as a politician you will know whether it is good

campaign material.
