Dear Mr. Clack:

There is a lot of aerit in your arguaent, and I appreciate
hearing froa you about then, but there are sons facts which
I do not believe have received full consideration by you:

1. when the Citizens Education Coulittee in 19%?
recommended to the Education Coanittee of the House, of
which I was a member, the program which finally was
enacted into law the Education Committee did not know.

and I do not believe the Citizens Education Committee
knew, that tho differential between ranks of teachers
which was using proposed was the greatest for any state

in the union at that tine. That is to say, the susn.o.
differential for rank two over rank three, and the

$60).)3 rank one eyer rank two, exceeded the differentials
in any other state. If that situation has changed, I have
not ween advised of it.

Therefore the sub-conmitteo of the Legislative Council which made
a study of this proposal decided that our salary system was a
little bit out of balance in its relationship of one rank of
teachers to another.

2. Another consideration is that as rank two and one
teachers are becoming increasingly nuaerous, percentage
wise and absolutely, the amount of annoy represented by
their salaries is becoming increasingly greater. We

must operate against a DUCKSPOUDd of realization that today

in Florida, out of a proposed operating budget from
general revenue of 336 million dollars for the next

biennium, 200 million is going for echoole. This
200 million is a good invest-ent, but we are forced
to reserve some money to take care or the health,

welfare, police enforcement, and other administrative
and Judicial functions of government.

I hope you have an opportunity to cone to Tallahassee

during the legielative aeaeicn; I would enJoy an opportunity
to go over this problem with you a little lore fully, and

to show you acne or the other prcoleee which also lust be
faced by the Legislature out of the cane limited pocketbook.
