D'nr hr. Bryant:
I have just read a news article captioned, "Bryant OKs Hike In
Teacher Pay," which came out as a result of your speech before the
Rotary Club of Tampa. In behalf of the teachers and parents of the
school children I would like to register a vigerous complaint against
your stand in supporting the Legislative Councils reccomnendation or
a staggered pay increase in teachers salaries. Not only the teachers
are against such a proposal but the parents of the school children.
First of all if there should he a descrepency in such an increase
in salary and if it is a goodtgolicy the Bitizens Committee would have
made such an adjustment when e Minimum Foundation Irogram was adopt-
ed. They must have realized the advantage of adVanced training as
they made more or a differential in salary between Rank I and Hank II
than they did between Rank III and Rank II. Yet this proposal Wants
to penalize the person that tries to improve.
To me it is totally unfair to those who have sacrificed time,
effort, and.noney to work toward an advanced degree during the summer
morths when they could have been enjoyi g a vacation. Sven now it
requires several years for the teacher to regain the money that was
spent in getting the advanced degree or rank. So surely you cannot
say that it was purely a money proposition for the teacher to earn
the extra rank or degree.
In essence you h2Vc taken the stand that you are not concerned
about whether a teacher advances while teaching and are satisfied to
hrve the teacher remain at a standstill in training. Your position
on this proposal will be to discourage an! advancement on the part
of the teacher and place a penalty on the teacher that does continue
to advance. Is not any position more reliable and secure it oppor-
tunity is provided and an incentive created for advencenent? would
you be satisfied to have your income limited because you desired to
get more training and see some one else with less training receive
a ;reater increase in income? I an sure that you would not. I am
also sure that you w uld like to get as much as possible out of
your business To a teacher, teaching is a business ( not from the
View of salary but as a profession).
If it were the teachers only that are against this proposal it
probably would not he so nuch out or line but the parants,end I have
talked to quite a number since this proposal was made, are against it.

They feel that if one teacher should receive an increase in salary
that all sh uld receive the same amount. They are also interested
in getting the best trained teachers possible to train their children.
It may be true that 75% of the teachers are in rank III but why
should the rank I and the rank II certificate holders be penalized
because they have Worked to get higher degrees in order to be more
profecicnt in their work? In an educational system is not one
person Just as important as another --- your position on uis pro-
posal indicates that you do not think so.
As you know that for a high School to be accredited under the
Seuthrrn Association of Jigh Schools it is necessary that the principal
have a Masters Degree which carries with it a rank II certificate.
Is it fair to discriminate against this man because he is principal
of your high school or had you rather see him go back to teaching and
the school loose it's rating with the association?
I do not heleive that you honestly think that it is fair to
make such a discrepancy in salary increases. Especially when you
stop and take a look at the advancement to the state school system.
Who has worked harder to improve the educational standards of the
state, the teacher who has remained at a standstill in training, the
teacher Just setting out of college or the teachers who have continu-
ed with their educational training in order to keep up with the trends
and thlOdS or teaching? It is the same as the Doctor that never
takes additional training in learning to administer the new drugs in
the revention of diseases. You like to have the Doctor that ---
keeps up so to speak.
I hope that by the time the legislature convenes you will see
fit to support the F. E. A. legislative program for the school,
which is also being supported by the State P.T.A. association, which
provides for the same increasb for all teachers.
