Dear Farris:
This is written in reply to your letter
of July 15, 1959 asking for my thoughts on the matter
of your running for governor.
I have waited to answer your letter because
I wanted to feel out some of the men in my profession
who practice in Various sections of the state. I am
inclosing for your information an answer I received
from Dr. Allan S. Horn, of St. Petersburg, which is
typical of the answers I have received. Dr. Horn is
highly respected in St. Pete. and I am certain that he
will be of great help to us.
I was particularly interested in the Miami
reaction. Dr. Edward Hurd. president of our board and
a long time personal friend of mine, tells me that you
are his choice for governor. He recognizes that your
popularity was going up rapidly in Miami near the close
of the last campaign when the people finally came to
know you and what you stand for. Dr. Hurd is frank to
admit that Cliff Harrell has been a friend of his for
some time, and in respect to Harrell he must wait to
see what Herrell intends to do. Dr. Hurd has assured
me that when the Harrell smoke has cleared away he is
released to support us 100%. I point up this relation-
ship in Miami because I believe it might be typical of
many others down there. and after all you asked for my
frank opinion. I do not believe that a Miami man can
be elected governor at this time any more than I believe
a Jacksonville man can. The respective areas are too
divided in their local affinities. For example: I do
not think that Burns can find him a Wolfson as did Fuller
warren. Herrell might, but I believe the voters are
fed up with this type of relation between a Mr. Big
and their governor.

There are two main reasons why I hope that you
will feel free to announce your candidacy and why I
feel that you will win: First. you won my respect
several years ago in.szcee work. I have listened
carefully to several of your addresses and I believe
you are a solid American, that you are a Christian,
and that you have an excellent mind. I believe that
your background in serving the people demonstrates
that you are fair in your dealings, respected for your
opinions, and that you will fight for that which is
right. Secondly. you have run that painful and expen-
sive first time in order to get before all the people
of Florida.
In the last campaign I simply had to support Gov-
ernor Collins for the simple reason that I did not
want to see Florida have a radical governor such as
Lowery. I made this point clear to your leaders here
at the time. Truly, I wanted to vote for you in the
last election, but the racial question brought Lowery
too many votes for me to risk beating him with a can-
didste who had less chance than did Collins. _!y_1ote_

you and your good wife did last time and they will vote
for you this time.
