We have known (or some time that the Road
Department was pretty well shot. The current scandals
conrm the conviction. It looks as if this will be the
opportunity for you to announce that a general and drastic
reorganization is indicated-~11: the process of which you
can eliminate the silly merit system and put the thing on
a business basis.
