Dear Governor Bryant:
1 have been asked to bring you up to date on Florida's efforts to secure
the proposed Natiouai Accelerator Laboratory. I hope this background
material will provide the information yOu need.
lo the spring of 1965. the Atomic Energy Commission announced the con-
struction of the National Accelerator Laboratory. During fiscal year
[965-66. the selection of a site for this laboratory was to take place.
Engineering design of the facility was to be done during fiscal year
1966-67. and construction was to begin during fiscal year 1967-68. For
various reasOns, the timetable has been thrown off and it is now believed
that because of the Viet Nam conflict actual construction might be delayed
several years. However, we do feel that a site will be selected within
the next few months and design work done for the N.A.L. The plans can
then be put "on the shelf" for use when the construction appropriation
ran be obtained. Thorofwra. we believe that even th0u3h construction may
be postponed. the critical decision--the site selection--will be made
in the next few months.
The National Accelerator Laboratory is cosmonly referred to as the
"scientific prize of the century." The most recent estimated cost of
the facility is $375 million. when completed, the laboratory will
employ 2,000 scientists and an administrative staff of 500. The annual
budget of the laboratory will be approximately $60 million. Naturally.
the facility will have a tremendous impact on its community and will
probably create between l5,000 and 20,000 new jobs in satellite industries
which will want to be in the immediate vicinity of the laboratory. This
laboratory vill hOusc a zoo-billion electron volt proton accelerator.
which will be roughly six times the size of any accelerator in the

United States today and which promises to be the biggest in the world
for some time. Consequently. the community which becomes the home for
the National Accelerator Laboratory will be a world center for basic
research in high energy physics for many years.
when the announccnunt oi the project was first made, the Atomic Energy
Commission was bombarded with preposais from l25 cities in 45 states
across the country. A preliminary screening by the Atomic Energy
Coamussion reduced the number of proposals to 85. Of these 85, there
are eight within the State of Florida still under active consideration
by the A.£.C. Those are: Port Halton Beach. the Tampa Bay Area. Pt.
Lauderdale. Hiami. Orlando, Jackaonville-Gainasvllle area and Talla-
hasaee.
The Atomic Energy Commission contracted with the National Academy of
Sciences to evaluate these 85 proposals and make their reco-nendations
on those sites uhich met all the criteria for the accelerator lab.
Since the number of sites (85) was much larger than originally
expected. the Atomic xnergy Calmission agreed to provide the manpower
to assist the National Academy of Sciences in their evaluation. Last
iall. teams of investigators visited all 85 sites. and in December
made their recommendations to the National Academy.
Much of what has happened since January 1 is speculation on our part.
Our best guess is this: The National Academy of Sciences has submitted
to the Atomic Energy Commission a list of six or less sites. This list
is probably not acceptable from the A.E.C.'s standpoint because they
have yet to obtain the appropriation for the construction of the
laboratorv. It may well be that the A.E.C. will be forced to add to
the list submitted by the National Academy in order to insure that every
major geographical region of the country is represented. This seems to
be supported by the attached article which appeared recently in the
Tagga Tribune.
He have felt all along that the Atomic Energy Commission will allow
President Johnson to male the final selection of the site. He think
the Atomic Energy Commission will present to the President a list of
six to eight sites. all of which are acceptable to the A.E.C.
The inclusion of a Florida site on the select list oi "finalists."
which will go to the President. v0uld be of tremendous value. Even if
this site was not ultimately selected for the location of the National
Accelerator Laboratory. the fact that Florida contains a suitable
location would be of immense benefit to the industrial deveiOpment of

our state. We assume that we would have no chance for more than one
Florida site to be on this list since there will probably be no more
than one or two sites free the entire Southeast. He also believe that
if a Florida site can make the finals, a more intensive investigation
of Floridas advantages would increase our chances to he finally
selected. Naturally. if we are not on the list. we have no chance at
all.
Our contacts with the Atomic Energy Commission have been with Dr. Paul
McDaniel. Director of Research for the A.!.C. Dr. McDaniel is in
charge of the project inr selecting a site for the Commission and works
directly for Dr. Glenn T. Sesborg, Chairman of the A.E.C.. to show we
address our correspondence. Dr. McDaniel is much lore familiar with
the details of the project than anyone else. We do not think that the
National Academy of Sciences would be influenced by anyone outside the
science field. This us: one of the reasons for bringing the Academy
into the selection process in the first place. However. for yOur
information, the chairman of the site selection group [or the National
Academy of Sciences is Dr. E. R. Piore. Vice President of International
Business Machines.
