Dear Farris:

I have followed with much interest
your appointment by the President as Director of
the Office of Emergency Planning, and I wish to
extend to you my congratulations and best wishes.

In your official travels in Washington
you may have occasion to meet Fred Vinson, Jr.,
son of the Chief Justice, and a law school class
mate of mine at Washington & Lee. Fred is serving,
by appointment of the President, as Assistant
Attorney General in charge of the Criminal Divi
sion of the Department of Justice. He is an ex-
tremely able and friendly person.

We look forward to seeing you soon.
