Dear Jim 2

You have probably heard that as a result of a request
from me, the Beverage Department assigned Mr. Grady Grimes. one
of its special investigators. to St. Johns County an assist the
State's Attorney's office in investigations concerning violation
of the beverage laws. As a result of this investigation, we
have found what in my opinion is a deplorable condition with
reference to some of the local law enforcement agencies.

All of the findings of our investigation would be too
lengthy to report by letter; however, I would welcome an oppor-
tunity to discuss the situation in St. Johns Connty with you
and the Governor it you would give me a time to be in Tallahassee
that would be convenient.

It is my understanding that Sheriff L. 0. Davis. Jr..
and other interested persons have already discussed this nat-
ter with the Governor. Mr. William H. Judge. the State At-
torney for the Seventh Judicial Circuit. has been kept advised
of our findings. but has been unable to give the matter any of
his attention due to his commitments in Palm Beach. My recom-
nendations to Mr. Judge have been to ask the Circuit Court to
convene a special grand jury. Mr. Judge differs with this
recommendation and prefers to file direct informations. This
question will be reconciled before June when the next grand

jury in St. Johns County will be convened. but since the

state has spent considerable money in assisting with this
matter. I thought I would volunteer to come to Tallahassee

to report our findings should you think such a visit could
accomplish any useful purpose.
