had been given by the Cabinet to the desirability of making a
charge in the administration of the Board of Conservation.
As you are aware, the possession of the doctorate is not necessarily
an indication of the abilities of an individual to carry out either
administrative or research assist-ants. To suggest that Bob lnzle

the reorganization set up by Bob Insle was designed to relieve Bob
Button of supervisory responsibilities in an effort to prevent the
loss of other laboratory personnel as a result of rapidly deterio-
rating personal relationships within the unit.
Considerable progress has been made toward the alploynent of an
outstanding scientist to head the laboratory operation at St.
Petersburg. So far as I can deter-ins there is no desire on Randolph
Hodges' part or on the part of anyone connected with the operation
of the research progruto abandon the current site. As you any
recall, when hedges negotiated the present $1 a year rental with the
City of St. Petersburg he expressed mu satisfaction with the
laboratory and its operation. If a new center to do s ialiaed
work were to be created at Crystal River or elsewhere as confident
it would supplement the present operation, not supplant it.
