Dear Farris;

Your address to the Southern Governors' Conference

was certainly preperly billed as the "Keynote
Address". It was exactly that and was the high-

point of the entire Conference.

I hope that you and others in the Administration
will have many opportunities to bring that message
to all parts of the country and to all of our

cities.

As you know, I liked particularly. out of an ad-
dress which was excellent from beginning to end.
the phrase. "The worst way to seek justice...is to
substitute the immoral law of force for the moral

force of law.
