Dear Governor:

I know you are aware of my efforts to encourage joint
appearances of the candidates for Governor, and of the
difficulties we have encountered in this effort. These
difficulties, as I see them, are two-fold:

1. The failure of one of the candidates to say firmly
that he will or will not participate and the outright
refusal of one of the candidates to take part in any
manner, and

2. The reticence of State Democratic Chairman Warren
Goodrich to allow the Democratic Party to Sponsor the
Joint appearances.

The refusal of the two candidates to take part in a
public discussion of the issues will, I am confident,

be appropriately dealt with by the people when they go

to the polls to vote in May. Some pressure is apparently
being felt by these candidates in view of the fact they
both appeared at a recent meeting in Jacksonville with
the rest of us who have agreed to such appearances.

I take this to mean they now agree to joint appearances
although they appear reluctant to submit to questions.
I am hapeful their attitudes will change again as public

opinion is felt.

On the other hand, the refusal of Ir. Goodrich to assist
in which I believe is a proper function of the Party--
bringing the candidates and the issue to the people--is
a matter which deserves our immediate attention. I do
not believe that Mr. Goodrich speaks in this matter for
all of the Democratic Party in Florida; certainly, in
this instance, he does not speak for me. I believe most

firmly in joint appearances of candidates so that the public
receives every Opportunity to observe and judge all of the
candidates at one and the same time, to obtain from all of
the candidates the answers to questions of importance to our
future, and to permit the candidates to question each other
should they desire to do so. And I believe that the
Democratic Party would be making an important contribution
to democratic government by sponsoring such appearances.

I know that you agree with me because you participated in
similar appearances in both primaries, when you ran for
Governor four years ago. Consequently, I am requesting
that you, Governor, as the titular head of the Democratic
Party in Florida and our State's highest public official,
use your influence to induce Hr. Goodrich and the Party to
accept this responsibility and to reconsider his decision.
I feel confident, that with your unqualified endorsement,
r. Goodrich Will reconsider and the Joint appearances can

become a reality.

It has also occurred to me that, as the titular head of

our Party in Florida, you, as Governor, might want to lend
the prestige of your office to these appearances and
possibly serve as master of ceremonies or moderator. With
your active participation and endorsement, the appearances
are certain to attract large audiences, give the candidates
unprecendented opportunities to discuss the vital issues

of our State, and show, by example, that the Democratic
Party, as the party of the peOple, is vitally interested

in encouraging the participation of people in Government.
