Dear Farris:

I am enclosing a copy of a lecture which I gave at Harvard
this month in which I suggested placing the state governors
in a better position to affect policy of national government

in the United States.

I realize this is a suggestion which will not have universal
acceptance. I am aware that some members of our "union"

think we should be planning ways to diminish federal power
instead of to increase its effectiveness in dealing with

national problems.
I have given this considerable thought and this lecture is
the result. I would really appreciate your taking a few

minutes to look through it and comment on it. I would be
particularly interested in your views on the recommendation

for a creation of a Council of State Governors.
