RE: HOUSE BILL 1926--County Connieeioners' salary bill

0n the yesterday you ceused to be pessed in the House e bill
introduced by Representetive Ayree, providing e 82,400.00 ennuel
celery to the memberstf the Boerd of County Commissioners, plus
an expense allowance of 850.00 per month; end you made the bill
effective only if voted on and ratified at an election.

Prior to the Session, e conference wee held with Representetive
Ayres end approach was node to Representative Bryent for the pur-
pose of undertaking to ascertain if you were agreeable to a salary
reise of 850.00 per month for the connissioners. You refused to
consider this netter unless subject to e referendum. Later on
during the session a salary bill for county commissioners was
introduced end en effort was made to obtain your consent for a
salary of $1,800.00 per ennum, instead of the present $1,200.00
per ennum, for the Marion County Commissioners. This bill hes
been passed and, unless vetoed, will become the lew. As this
bill was originelly introduced, it provided for en 81,800.00
selary for the Marion County Commissioners. You not only fought
this bill, but reduced the figure to $1,200.00 per annum in that
b 1.

Having taken this action, I em unable to reconcile your present
position in having submitted e bill which would provide a
62,400.00 selery, plus a 8600.00 expense ellcwence, subject to

e referendum. The submission of a bill of this kind indicates
your approval of the figure of 82,400.00,plns expenses, as being
what. in your c inion, is e proper salary for these officers.

If that is so, E do not understand why it should be made e
politicel football in the forthcoming elections.

Certainly, since you consider 82,400.00 as the proper celery
base, you could hardly have any reason not to accept the re-
sponsibility of fixing the salary at 31,800.00, without pitch-
ing this sub set into the political arena and thus providing
an artificia and false issue at the forthcoming elections in-
sofar as the County Commissioners are concernedu

In view of the above situation, when your bill reached the Senate

I caused it to be amended by striking out the referendum provision
and returning it to you as a population bill applicable under the
papulation bracket to Marion County. I trust you will proceed to
pace this bill in its amended form, thus giving concrete e esaion
to your opinion regarding the proper salary for the County 0 o
missioners.
