Dear Farris:

General Jerry Persons, who has been

associated with the President for many years,
happens to be the only member or the White

House secretariat whom I know intimately. I,
therefore, wrote him under personal cover in

regard to the appointment on the proposed
commission on Federal and State relations.
I enclose herewith his response to my letter.

I shall, of course, follow this
matter in other fields as soon as the
legislation is enacted. Many of the Repub-
lican Senators are my friends. I am sure

that some of them will try to help, but I
have no connection with those who seem to be

actually controlling appointments at this
time.

I certainly hope that everything
works out all right.
