Dear Governor Bryant:

During the past year the University of Florida has undertaken a compre-
hensive study of the many facets of Florida's agriculture--its problems

and potentials. This has been the first step of a program directed to-
wards the realization of the full potential for the development of the

various segments of the State's agriculture during the next decade.

Basically. the mission of the University is that of helping to guide and
accelerate this development in areas offering the greatest opportunitiea
for growth.

The effort itself has been labeled Operation DARE--vith the word DARE

coming from the first letters of the phrase: goveloping Agricultural
gesources Effectively. In addition to characterizing the nature of this

effort, the term implies a challenge to develop and use our agricultural
resources in such a manner that the greatest good might be derived from
then.

We are sending you under separate cover a copy of the report, which sum-
marizes the initial efforts in the DARE program. With the publication
of this report, we are launching the action phase of the program, ori-
entod towards the implementation of the many recommendations made by the
DARE committees.

The DARE report emphasizes the tremendous potential for further growth
of Florida's agriculture and points to the manner in which this growth
can contribute to the overall economic develop-eat Of tho Stdtto "e at
the University. in our statewide programs of agricultural research, ex-
tension, and teaching, are fully committed to the task of translating
these potentials into reality.
