Wealthy private contractors and developers could be found to
build a wide Causeway as shown in red if such a concern were
allowed to rake it wide enough on each side of a 200 ft. road
through the middle to sell lots and wake a profit on the deal,
along with a fee for crossing during the next 20 years, so that

such firm could finace the project from such fees and realty sales.
