Dear Sir:
it was nice seeing you again in your office in Tallahassee on honday.
I am still at a loss to understand why all of a sudden alter three
years my employment is now considered to be "Illegal" and that there
is some tear that such might become and issue on the part of Hr. 8urns
when and if he takes oftice in January I965.
it appears to me that everyone concerned wOutd be decidedly better of
If i remained on the payroll rather then for me to expose such to Mr.
Burns in and effort to receive a favorable nod tram him which unquest-
ionably he woold be reluctant to inc at this time when you have six
remaining months in office.
i discussed this matter this morning with a very close friend of yours
and i want you to know his reaction, "whats the matter with Farris he
is still Governor?" He mentioned also that for them to let you go at
this time and my being from JacksOnvllle would give Burns the innwdiata
idea that such was Politically Votorvated". He said futher Cecil you
are not responsible for what department they assigned you tor compensa-
tion purposes, this is their responsibility be it right or wrong and if
I were you and they dropped me from the payroll as they indicated they
were I would then seek every avenue to find out why even if i had to
go to the press as a last resort. He said he would discuss the matter
with Haydon Burns today and would get intouch with me tuther.
Several other close friends of Burns Inclucing one of his relatives
is going to him before the end of this week, each one of then expressed
surprise over Such a move ainst me, I have lived in Jacksonville for
i9 years and t have many friends there, many who work for the City.
it is my hope that you and Mr. Heating will reconsider this thing and
let me continue. i am satisfied Haydon Burns will never make and issue
over my employment, I can assure you of that.
