Dear Governor:

Although I had looked forward to being replaced
on the Canal Authority, I am continuing to serve for a while.
I agreed to continue only after so much time elapsed that it
seemed necessary if we were to win the battle against the
"Conservationists" of Gainesville and get the needed legisla-
tion for rights-ofway funds. It is a tremendous task with a
new. untried team, but I believe we shall succeed. I shall
definitely leave the Authority when this immediate struggle
is over.

Perhaps the most unpleasant task was the chang-
ing of attorneys. As I always did with you. I checked all
employees and consultants with Governor Burns and, after
making recommendations, accepted his decisions. Although
I was informed by some of the Burns people in Jacksonville
immediately after the second primary that Judson would be
replaced, nevertheless it was painful for me to have to take
the action. Unfortunately, he has not helped to make the pain
easier to bear.

You have been through similar experiences and

can fully understand my feelings. Please know that my
devotion to you has not wavered one bit and I trust that your

confidence in me remains the same. When in Jacksonville,
I should like to come by and see you if we can find a mutually
agreeable tithe.
