Our letter on Barge-Rail Relations in the October 22 issue of the
"Maritime Digest" stirred up snificient interest to convince us that the Digest
should he continued and that it can fill an important role. We are indeed
grateful to the many readers who replied to our inquiry. It is especially
gratifying since the request for comments was couched in the final paragraph.
There is no better way to make an editor pleased with his work.
The greatest surprise came in the preponderance of comments favoring
the commentary type of newsletter rather than one reporting on trends or
specific news developments. On the other hand. we received an admonition
from Robert Thomas. president of Tampas Port Sutton. that you cannot write
one that good every time. We agree.
Not all readers agree with the proposal that rail lines "buy" transportation
from the barge lines when the barge operators can make the haul more cheaply
than the rails can do it for themselves.
This 0 sition, or rebuttal. stemmed largely from the (act that it was
little m erent than present systems for interchange. combination rate making.
etc. This was due. perhaps. to the [act that your editor failed to draw the
pi cture as clearly as was intended. Present proceednres involve competitive
negotiations based primarily on the concept of "all or nothing" or "I'll take the
cream and you take the leavin gs. The end result is over-competition.
The point we wanted to get across more clearly is that competing transportation
systems must stop pricing themselves into bankruptcy for the sake of volume .
in short. they need a hit more cooperation and collusion on a standard which
is acceptable to the national interest.
One of the most interesting replies we received was from J. Robert
Morton. General Traffic Manager of Combustion Engineering. Inc. His comments.
and those of several other writers. seem significant enough to- pass on to
other readers. They certainly indicate a trend in thinking.
Morton wrote: "The commentary which you carried in the Navember
(October 22) issue rates high with us. You have set forth some thought pro-
voking questions which are worthy of consideradon.
". . Not enough people have paid attention or are paying attention to the
problems of transportation in the United States. There is a place for all forms
of transportation and each must check its proper level in the overall pattern.
Too few realize that the transartation problem as it exists today is being caused
by factors which are within our control. for instance the grey area of unregu-
lated transportation and its effect on common carriage. "
President Peter C. Smith of Cspricorn Lines wrote to "suggest that you
send complimentary copies of your magaatne to every railroad executive depart
ment in the country. We appreciate this. but believe you will be morelnterested
in the commute which he ed:
"First ofall. the selling of transportation by one form of transportation to
another has two signicutt factors:
( I) It is bringing together the various competing forms of transportation
in a co-operative effort. This is a major step toward a completely
integrated transportation ayatem. whereby each carrier performs
the service most benecial to the shipper.
(2) However. this program is the outgrowth o( a major error in the
the country's transportation policies. The selling of trsnsportation
to a competitor involves an unnecessary "middleman" who would
be eliminated if rate policies were enti rely realistic. For example.
if the railroads can provide piggyback transport service to truckers
at a lower cost than the trucker is able to charge the shipper, then
it seems logical that the railroad should be able to charge the shipper
a lower rate than the trucker would charge. The same holds true
(or barge lines and the railroads with bulk cargoes. If the barge
operator ts ultimately the most economical form of transportation for
a particular movement, then the traffic is rightfully his.

Undoubtedly. we will be hearing from some barge operators who want-to
rebut Mr. Smith's comments above. In your editor's opinion. however, they are
well thought out and denitely represent the opinions of a large number oi our
readers and officials in transportation and government. While he has reected
the thinking of rail lines to some extent. his overall opinion is not inconsistent
with the best interests of other modes of transportation.
Another writer very alert to the danger of government ownership of the
entlre transportation industry is Bailey '1'. DeBardelebee. President of the Coyle
Lines and Chairman of the Board of the American Waterway Operators. Inc.

Mr. DeBardeleben pinned the tail on "the railroads' failure to interchange
trafc with the water carriers-4n spite of several court decisions and in com-

More economic realism and less reliance on overnment will solve still
other maritime proslems.
In an earlier letter. we called attention to the tendency of governments-4hr
United States, France and othersuto start taking a more critical look at the
question of maritime subsidies. We see no way for the United States to avoid
its present program of subsidy payments to American-flag operators on essential
trade routes. It is absolutely essential from the standpoint of national defense
and the even more importance need to: econotnlc survival. We cannot allord to
place out manufacturers at the mercy oi ioreign steamship lines which have rate-
making policies which based on their national interests.
Under normal trading condltions. the foreign competitors will provide
excellent service at highly competitive rates.
But, woe unto the United antes it ever loses sight of the (act that these
very ne people who own and manage foreign steamship lines are generally
the same persons who control the banking and industrial comhtnes in their countries.
The situation is quite different from what we know in the United ates.
Nevertheless. the trend away from government subsidy and pride as a
motivating force for granting subsidies is growing daily around the world.
The decision of Cunard Coma! to 23%; bundle: of a new Queen (03)
to replace the aging Queen Mary in the trans- t antic passenger trade is-evidence
at this trend.
Construction of a new Queen to carry passengers in style across the Atlantic
was largely a. matter of pride in Britain. It would necessarily be liner and oater.
regardless of the economlcs of the situation.
Now. management of Cunard-rm: the mqnestioned ssslst of the. British
government-mas accepted the (act that .03 would probably be an unprotable
operation in View :1 the decline in passenger trade prots since 195? and'has
